Bug Description
I think the '--branch' target type in 'bzr reconfigure' would be more intuitive if it produced the results now found in 'bzr reconfigure --tree', so that then it would match the behaviour in 'bzr branch'.

I don't think we should change the meaning of an existing option, but there is something confusing there. Perhaps --branch should be removed in favour of --no-tree --unbound (unless it does something else).
