want a way to locally mirror many branches, similar to source packages

Bug Description
Package development in branches on Launchpad requires people always pull from the Launchpad datacentre, which is a step backwards compared to 'apt-get source' which can get the packages from a mirror.
Of course it is possible to script mirrors of bzr branches from Launchpad but it's not very integrated or standardized.
There are a few dimensions (which should perhaps be split to separate bugs):
* one can often get packages from a mirror at one's ISP or organization, without needing to mirror the whole thing to your own machine; or you can also mirror some subsections to your machine
* the whole mirror can be updated ahead of time from eg a cron job
* apt will automatically go to the main server if it has newer packages
I think this is mostly an optimization question: if pulling from London took zero time, nobody might care. (There is also the issue of being offline, but there it's probably better to have the branch on your own machine.) Further clarification welcome.
