lp-propose fails for bzr-rewrite. Mirrored dev focus ?

I can't use lp-propose against lp:bzr-rewrite:

bzr lp-propose -m 'Marked as being compatible with bzr 2.3 series.' lp:bzr-rewrite

This may be a bzr-rewrite setup problem, but the error is obscure anyway.
