should not allow pushing a branch to the root of a shared repository

Bug Description

One of my colleges accidentally pushed a branch of his to the root of a shared repository.
Now when he runs bzr log on the shared repo, all he can now sees is the history of the branch that he pushed. Instead of seeing the history of all the branches, as before the accidental push)

Similar problem happens when he uses "bzr explorer bzr://repo" (where bzr://repo is the url to the shared repository).

One possible solution:
Warn the user of what is going to take place (i.e that you are trying to push a branch over a shared repository) and they provide him with the option to continue or abort the operation.
