Bug Description
I recommend that --local be allowed on tag commands. Scenario: I have a bound branch whose parent (if that's the right term) is unavailable, perhaps because I'm coding on an airplane (without Wifi). I want to tag a revision, but to do this I have to unbind, tag, then bind. Bzr 2.0.0 tested; apologies if this is fixed by 2.2.0.
Generally I want to guide people away from using --local towards just making local branches. But I agree there's a gap there.
