Bug Description
Hi,
Just a thought of how to placate those that think that error should
never happen, and it should just use the parent.
It would allow a small plugin to enforce that choice, but also allow
others to prompt or similar if desired.
Obviously making everyone happy with the default would be better,
but failing that...

I'd like such a hook as well, I currently have a gross hack in my
'bzr-jelmer' plugin to override the push location based on $CWD
