With a 500kB window size and 320ms rtt Sydney-London, we should be able to get up to about 1.5MB/s throughput, and clearly we're falling substantially short of that.

* Is internal SSH windowing the limiting factor?
* Should the client OS be advertising a larger window size, and if so why isn't it?
* Is the server backing off due to either congestion control or flow control?
