bzr 'user reference' link incorrect in bzr-doc installation

Bug Description

This is bzr-doc 2.1 (2.1.0-1~bazaar1~karmic1) installed via ppa on ubuntu 9.10.

The current link is broken:

/usr/share/doc/bzr/html/en/user-reference/ is not installed. I tried 'make docs' on bzr trunk and found that user-reference is not built anymore.

The filename should now be index.html instead of bzr_man.html.

The 'user reference' docs don't seem to be built in the plain html format, but they are in the sphinx-html. The Ubuntu/Debian packages don't build the sphinx docs (LP: #514609).

This bug was fixed in the package bzr - 2.6.0~bzr6571-4ubuntu1

   - Drop build dependencies on python-{meliae,lzma,medusa},
