--basis fails with knits

Bug Description
A user just reported on irc that his recipe with --basis for faster branching didn't work with 0.8. He seemed happy with the repository alternative. John thinks the short term fix is to remove --basis as it doesn't work with knits at all. This will be a regression for some specific cases with weave branches, but I believe reducing cases such like this is worth it.

for me --basis fails if the basis doesn't have all revisions that the other branch has.
I have created a hack just to get it working...
maybe someone can pick the patch up and clean it up for bzr.dev
