Make merge fail faster if there are no common ancestors

Bug Description

When I 'bzr merge http://svn.repo/...', bzr pulls all 300+ revisions before telling me "Branches have no common ancestor" .. could it perhaps it fail faster?

I'm on a rather slow connection, behind institutional and government proxies, so it would make a difference.

reassigning to bzr - that's where the merge code is that would have to abort earlier

spanning out through history to get the parent graph might help detect that faster
