Provide complete releasenotes with new releases

Bug Description

http://doc.bazaar.canonical.com/bzr.2.1/en/release-notes/index.html provides releasenotes for all bzr versions. After the release of bzr 2.1.0 one has to check the individual releasenotes of 2.1.0, 2.1.0rc2, 2.1.0rc1 and four 2.0.1bX release to have a complete view what has changed. I think this is somewhat suboptimal. With the first stable release of a series I think we should have releasenotes which contain all major changes in a single page.

I think so too. What does that mean for the information presented in
Launchpad? Perhaps for major releases we should paste the "What's
New" as the release notes, and/or a pointer to them in the doc
website?

I think adding a link to the What's New document in the announcement for a major release ought to be fine. We can keep the Release Notes as the per-incremental-release stuff IMO.
