Comment 3 for bug 522637

So, chk root keys are pointed at by inventories, this is an unusual error to get. To debug I think we should dump the references revisions, inventories, referenced chk roots, and see if a pattern emerges.

I suspect the old branch was missing content and thus it wasn't migrated fully.
