bzr-git and bzr-hg currently use the full list of heads (dead and alive)
when communicating with a remote server. Ideally they should just be
using live heads - these heads are cheaper to find and it should prevent
a lot of pointless chatter with the remote server in case of a lot of
dead heads.
only bzrtools has functionality for finding live heads at the moment, so
perhaps this should be migrated to bzrlib.
