external diff for added files outputs them into console

Bug Description

On Windows
1. add new file (bzr add)
2. run "diff --using <c:/dir1/dir2/some-diff-tool.exe>"
3. content of newly added file will mess the console, but I expect simple one-liner (file added) or that file will be opened in diff tool.

So the external tool is a gui tool, and this bug is saying that it's apparently not being run at all for newly-added files?

Also I'd prefer an option to ignore newly-added files.
