Cannot generate bzrlib documentation in Karmic

Bug Description

make api-docs fails because bzr_epydoc_uid tries to load epydoc.uid.

epydoc.uid is no longer available in epydoc version 3.x (at least this is what has been found in [1]). Karmic ships version 3.x of epydoc. This means that the API documentation cannot be built using Karmic.

There's a comment explaining that this module is used to make epydoc understand our lazy imports. If you just remove it then we do get lazy_import errors. There may be some other way around it.
