Command "bzr plugins" - would be nice to output searchpaths somehow.

Bug Description
I think it might be handy to have the output of bzr plugins be able to output the search paths used for discovering plugins.
My use case:
I was trying to install plugins but couldn't get them to show up in 'bzr plugins'.
My attempts:
My first attempt to figure out what was happening was to use bzr plugins -v in the hopes it would spit out what it was trying to do.
After that, I looked up the documentation, and tested both the windows path, as well as the linux one (I'm running cygwin, so I wasn't sure which is expected in those conditions).
Finally, I went to the IRC channel where bzr version was suggested, and led me to my problem.
In my case it turns out I had BZR_HOME set and was thereby trumping the default locations, however it would still be nice if bzr plugins could spit out more information about it's search paths.
My suggestion:
Ideally I'd like if -v spit out the search paths it was looking for. i.e.:
$ bzr plugins -v
Plugin Search Path: ~/.bazaar/plugins, /cygdrive/
bash_completion
(no description)
/cygdrive/
