unclear error message when external ssh fails

Bug Description
Affects BZR 2.0.0 (and earlier) on Windows.
Running the command "bzr branch bzr+ssh:..." was giving the following error:
> command-line: line 0: Bad configuration option: ClearAllForwardings
> bzr: ERROR: Connection closed: Unexpected end of message. Please check
> connectivity and permissions, and report a bug if problems persist.
Workaround: run "set BZR_SSH=paramiko" before using bzr.
The problem is that launching an external "ssh" command fails. I did not expect that it uses an "ssh.exe" as i installed the (standalone) Windows BZR installer that includes Paramiko.
What at least should be improved is that the error message includes a notice that using the *external* "ssh" binary caused the error.
