space for help topics that are not commands

It would be nice if you could say "bzr help branch-formats" for help on that topic. More generally it should be possible to register such help texts from bzr or plugins. They should be available through an index of help topics, and included in the generated manpage.

It should be possible for help topics to generate their text either from a hardcoded string or dynamically. For example we might want one that reports on all registered formats or url schemes.

There is a help-topics branch outstanding, which allows for this sort of thing.

At present, it only includes information about revisionspecs, but could easily add info about branch formats.
