I still feel like there is probably something about the connection to the London data center that needs to be investigated. It might be something with going over the Atlantic ocean, I don't really know. But I just tried a 'wget' of static content from kernel.org versus bazaar.launchpad.net, and the performance graphs are quite different.
I checked my ping times, and
ping www.kernel.org
Approximate round trip times in milli-seconds:
Minimum = 68ms, Maximum = 169ms, Average = 119ms
ping bazaar.launchpad.net
approximate round trip times in milli-seconds:
Minimum = 110ms, Maximum = 203ms, Average = 157ms
So there is a difference, but it isn't all that dramatic.(30% increase)
I don't specifically know of a non-canonical US site that I can go 'abuse' to test bandwidth results. (I tried uk.kernel.org, but I get terrible download rates from them, far worse than bazaar.launchpad.net.)
