Bug Description
Right now, the latest bzr documentation looks best when generated using Sphinx but it's a manual build to produce those. The scripts building the doc on escudero need a fair bit of work to automate things again:
1. Sphinx is yet to be installed on the system so a local install is required until that is done
2. html generation and bundling into an archive needs to be automated again (this might require some minor tweak to files in 2.0 & bzr.dev, e.g. so the TOC has the right depth for the Release Notes)
3. The top level "alldocs" website needs more automation as well, e.g. to quickly rebuild this for multiple languages when a new release is available
