bzr init-repo --format=weave bug

"bzr init-repo --format=weave" should only be used in "bzr init --format=weave". It generated an error, but still created the standalone branch.

It should either produce a warning, or not create the branch at all.

$ mybzr init-repo --format=weave weaverepo
bzr: ERROR: Format shared repository is not compatible with .bzr version Bazaar-NG branch, format 6.
[3] $ cd weaverepo
$ bzr info

Format:
