Mac OS X (10.5) installer should prompt for an admin login/password when needed

Bug Description
I work in an organization where we are required to have a "regular" account on our machines, and an "admin" account for doing things like installing software. I suspect this requirement is at the root of my problem.
I downloaded the .dmg installer for OS 10.5, and opened it. When I get to the "Select a Destination" screen, I have one option for "How do you want to install this software?" - "Install for all users of this machine". However, the "Continue" button stays grayed out and I cannot proceed beyond this point.
I've encountered this sort of problem before, and what _sometimes_ works is to log out, log back in as the admin user and install the software. However, I have also run into problems with this where occasionally my regular account can't use the installed software because of permissions problems.
The best solution I've seen to this issue is allowing the user to enter the admin user id and password in a little pop-up box, and then the installation can proceed normally.
I will next try installing the software as the admin user, and see where that gets me. I will report the results of that effort here.

I just installed the software using my admin account, and it seems to have gone fine (the screens were different, though).
bzr seems to be installed in /usr/local/bin. I assume this is normal?
