Bazaar's behaviour of converting when fetching between formats can be slow, or might not be what the user expects (see https:/
We should probably just always give a message when transferring data between different formats.

There are a number of formats that are either somewhat or very cheap to
convert between; including different branch formats, and the
pack-0.92,1.6,1.9 formats.
I'd hesitate to add clutter within that collection.
