Bug Description
I would expect "bzr apropos" to search the topic name and the short summary that would be shown after it in a listing from, e.g., "bzr help commands", at least by default.

The name is a bit unix-nerdy so maybe this should be an option to bzr help.
Possibly 'bzr help WORD' should do a full text search if WORD is not a
topic, or at least suggest the full-text search option.
