bzrlib.repository.InterDifferingSerializer lacks docstring

Bug Description

bzrlib.repository.InterDifferingSerializer doesn't have a docstring or a comment or anything, and the name isn't terribly descriptive either. Need I say more?

The point of it is to convert between repositories that use different serializations, ie different representations as strings of inventories, revisions, etc

We're removing the *use* of it for client-server operations because of
its very choppy IO patterns. For local conversions IDS is still the
fastest path and at least in the short term it is likely to stay.

I think it would be good to add a docstring ;).
