Didn't actually make it into 1.17 release.
1.17rc1 was branched from bzr.dev 4526, and this landed in bzr.dev 4530
We could cherrypick it if critical (see a bug reported about it), however it is just a simple test failure under certain environments.
Either way, I guess.
