removal of ProgressBarStack has broken bzr-gtk

Revision 4418 of bzr.dev has broken many of bzt-gtk's commands. This needs fixing in bzr-gtk, but until fixed there, the code should remain in the core I think.

ProgressBarStack has been deprecated since 1.12, since 0.9.6 is out of the corner, I think this should be fixed in bzr-gtk instead of bzr-dev.

I think this just indicates we need to bump the API version, which is
going to break bzr-gtk anyway.

I agree with vila, so I don't think we should regress this change in bzr.
