"bzr reconfigure --branch" doesn't work on SVN-format working directories

Bug Description

Neither does "bzr reconfigure --checkout" -- I expect they basically come together though. lifeless told me to report this.

This can't work since Subversion doesn't allow locally stored branches (it's a centralized VCS). It seems you want reconfigure to upgrade to a format that does support initialization, or at least give you a hint about upgrading so reassigning to bzr.
