InterDirStateTree not used for comparison to empty tree

Bug Description

The dirstate code has a fast-path for comparisons between a working tree and its parents, which are cached in the dirstate. However, this isn't active for comparisons to the empty tree, as will happen when you run 'bzr st' immediately after 'bzr add'.
