Bug Description

A commit from a Windows XP user of bzr 1.9 to RHEL 5-based bzr+ssh server running bzr 1.11 broke the server-side branch. Users could not create fresh checkouts or branches. I've attached the client-size bzr.log file.

The broken branch:
bzr://vcs.fourkitchens.com/drupal/7-fic-broken

bzr check fails. bzr reconcile succeeds.

I'm going to expire this bug because it's in such an old version of bzr. If you can still reproduce an error, please file a new one or reopen this.
