Bug Description
If used on a clean branch which has not yet had any commits (i.e. revno is 0), the in-built shelve command succeeds, but many (all?) subsequent operations fail with an IndexError exception. The branch becomes unusable.
Attached is a session which demonstrates the problem and the bazaar log file for that session.
