hard to do anything with backup.bzr on a remote filesystem after upgrade

it's hard to do anything with the backup directory if you
can't get at the remote filesystem: you can't remove it if
it succeeded, and you can't restore it if it failed

But you can always get at the remote filesystem, via hitchhiker if no
other way.

That's true, it's not impossible, but for many people it counts as hard.
