Global option to disable logging

Bug Description

spiv told me that this bug was already filed, but I couldn't find it.

Bazaar should have an option to disable logging completely. Most of the contents of .bzr.log aren't relevant to a server administrator, and the relevant bits (the errors) can be handled in better ways.

I think it's reasonable to want a config option rather than a
variable, and also writing everything to /dev/null is slightly
wasteful.

I agree with both points, that's why I marked the bug 'confirmed' instead of 'incomplete'.
