Move should have option to create needed parent directories

Bug Description
when a file is moved into a
directory that has not been added to Bazaar and the --add-directories
option (or whatever it should be called) is specified it would add the parent
directories needed (i.e the ones not currently under bzr version
control).
It has happened often that I need to run bzr add --no-recurse for
each and every parent directory manually. I think if I try to move
something into a directory that bzr doesn't know about a sensible
thing for bzr to be able to do would be to add the directories it
needs so the move is possible.
