FTP stat() does not return valid permission bits

Bug Description
Our current implementation of FTPTransport.stat() returns valid bits for file versus directory, and correctly determines the file size. However, it does not read the permission bits for directories or files.
This is probably difficult to do, but it would be nice if it gave back a correct result.
