stacking must always grab full inventories

stacking an inventory delta across repositories will lead to data loss
if the target repository is upgraded to rich roots, as upgrade requires
full-texts of inventories to do the reserialisation. Regular texts will
be fine, and revisions and signatures do not get delta compressed
