tag copied with get even if corresponding revision was not

Bug Description

Using bzr 1.3.1 in Ubuntu 8.04

Did a copy of a tree except the last revision (which had a tag attached as well)

bzr get a b -r-2

In the new tree while the last revision is not there the corresponding tag is as reported by bzr tag (and has the revision
number "?")

Well, this is somewhat different.

What I was asserting last week was that bzr should give useful results
on tags that are not in the ancestry, and that it is fine to have a tag
that isn't in ancestry.

Whether they should propogate in a new clone (which is what this bug is
about) I don't have a strong opinion. But the vague one I have is that
they should.
