tag copied with get even if corresponding revision was not

Using bzr 1.3.1 in Ubuntu 8.04

Did a copy of a tree except the last revision (which had a tag attached as well)

bzr get a b -r-2

In the new tree while the last revision is not there the corresponding tag is as reported by bzr tag (and has the revision
number "?")

This sounds like a bug to me. However, in discussions with Robert last
week it seemed that we had some different opinions in this area, so I
would be interested if he or anyone else disagrees.

Well, this is somewhat different.

What I was asserting last week was that bzr should give useful results
on tags that are not in the ancestry, and that it is fine to have a tag
that isn't in ancestry.

Whether they should propogate in a new clone (which is what this bug is
about) I don't have a strong opinion. But the vague one I have is that
they should.
