Bug Description

I wasn't able to find any functionality for parsing the "bugs" revision
property in bzrlib. Some utility functions for doing this would be
useful for 3rd party apps (bzr-gtk, trac-bzr, ...)
In particular, it would be nice if there was some way to retrieve the
bug tracker object based on a bug URL.
