Bug Description

Reconcile croaks if not run in the root of a branch.

bzr: ERROR: Not a branch: "/actual/branch/subdir/".

At least currently this is deliberate because reconcile is not the sort
of command that you want to accidentally run on the wrong project.

I s'pose it's a reasonable choice, but it should be a little more verbose about why it's failing. It's rather unsettling to run 'check', then try 'reconcile' right after and have one work and not the other.
