Bug Description
There's no way to make a tag local to a checkout, and then have it pushed on the next operation.
It would not be complex to allow the tag to just be added locally. The main change would be that at the next operation that does touch the master branch, or some other appropriate time, we should add the new tag to the master.

A closely related issue: a tag which gets merged into a checkout does not get propagated to the master. This not really ideal, as merging into a checkout is a common use case for working with "--no-trees" repositories.
