branching into "bzr init-repo" created repo gives unintelligable error

Bug Description

It says
bzr: ERROR: Repository KnitRepository('file:///home/jknight/test/test-bzr-svn/bzr/.bzr/') is not compatible with repository SvnRepository('file:///home/jknight/test/test-bzr-svn/svnrepo')

When it should either automatically update my bzr repository to dirstate-with-subtree, or else tell me that I have to bzr upgrade --dirstate-with-subtree my bzr repository.

This error comes from Bazaar - bzr-svn has no control over it.

You will get the same error branching a dirstate-tags branch into a
dirstate-with-subtree repository, so reassigning this to bzr.

  affects /products/bzr
