Passive FTP "bzr init" hangs indefinitely

Bug Description
This works in bzr 0.14.0, but does not work using bzr 0.17.0.
From Windows XP, I try to init a remote FTP branch using a command-line such as:
bzr init ftp://<email address hidden>
I get a prompt for a password, and after filling in the correct password, I get an indefinite hang.
Using bzr version 0.14.0 this works fine initing.
Note that a similar hang problem happens in 0.17.0 that does not happen in 0.14.0 when I try to commit to a branch who's URL is a passive FTP URL.

Thankyou for the report Brian. We'd like a bit more information:
Are you using bzr under cygwin, or native Windows?
Do operations locally, or over other protocols work OK?
What FTP server software are you using? Are you able to try connecting to it from a different OS? Are you able to try active ftp (aftp://) instead?
