bzr PING or similar needed to validate http configuration

Bug Description

It would be good to be able to get bzr to send a emptyish request to
check that a given server can be reached -

e.g.

$ bzr ping http://foo/bar
Trying http://foo/bar : success(apache 2.1.2)
Trying bzr+http://foo/bar : success(version 0.18)

 affects /products/bzr
 status triaged
 importance medium

I agree info would be a good place for it.

At the moment, I have:
https://launchpad.net/bzr-hello

Which allows you to run "bzr hello SERVER". It then does some simple round-trip timing, etc. But it expects to connect to a smart server.
