Separate public and developer-oriented web site

Bug Description

The bazaar-vcs.org web site mixes some developer documentation, random notes, user documentation, general introduction and cruft.

At minimum we should go through and make sure that everything linked from the homepage is reasonably current.

It may not be such a good fit to keep the homepage in moin: we get some spam, it's hard to eg update the news file, and

One suggestion from afc is that we should keep the content in a bzr tree, as some kind of markup that can be processed to produce pretty html.

I have the official +1 to go ahead and work with designers on the new homepage layout. Will start poking people about this soon :)
