svn checkout via https fails by "SSL negotiation failed: SSL error: parse tlsext"

Bug Description

Hello all.

I am using bzr 2.3.0 standalone on Windows platform.
While I'm trying to checkout rather large svn project from our server via https,
I got error from bzr claiming:

... SSL negotiation failed: SSL error: parse tlsext ...

The issue occurs some minutes after bzr starts fetching data.

Googling around for some time, search results suggest the issue is due to old openssl library.
This is one of URL discussing about resembling issue.

libeay32.dll and ssleay32.dll included in bzr 2.3.0 looks like from openssl 0.9.8k.
Above url suggests 0.9.8m or later should solve the problem. I tried 0.9.8r build and It does work fine for me.
Please consider upgrading openssl library in Windows distribution.

I'm not sure where from those libraries downloaded to be bundled into installer. I suspect they're from svn dependencies.

To clarify: I'm sure we don't build those libraries from sources but instead downloading binary products.
