Bug Description

While working on https://bugs.launchpad.net/bzr/+bug/388790 and https://code.edge.launchpad.net/~vila/bzr-gtk/388790-windows-setup, I was wondering if bzr.exe can be extended to take additional plugins into account.

By that I don't mean packaging more plugins into the existing installer but rather make it possible for the user to install
additional plugins and have them taken into account by an existing bzr.exe.

So adding new plugins seems already possible, the ones that require some support libraries like bzr-gtk seem to require
some hackish patch like the one mentioned above.

Is it technically feasible to add some predeclared paths to bzr.exe so these required libraries can be installed in
a blessed and supported location ?

Do we need to take some precautions about matching versions for python or whatever compiler is used to produce bzr.exe ?
