username in svn URL is not passed to credential store

Bug Description

I have a bzr branch bound to a remote svn URL which requires authentication when committing. I'm experimenting with using my bzr-wincrypt plugin in this situation and I have removed cached auth info in the svn config dir. So the only cached auth info is in my bzr-wincrypt config.

I see the following in bzr.log when committing:

4.191 Obtaining username and password for SVN connection '<http://torsvn:80> Quest Subversion Server'(username: 'gtyler')
4.192 decode_password: credentials={'host': 'torsvn', 'scheme': 'http', 'realm': '<http://torsvn:80> Quest Subversion Server', 'port': None, 'user': None}

As you can see, the credential store object registered by bzr-wincrypt is not being given the username specified in the URL.
