Bug Description
From LarstIQ:
I have a bzr branch inside an svn checkout, when I `bzr st` from inside the bzr branch I get:
Format Subversion Smart Server for file://
And a progress bar indicating fetching of revisions. Not something I expect to happen.
Fetching the revisions can be very slow, and thus be a problem, especially for applications that open a lot of branches, such as nautilus-bzr.

bzr-svn will now not fetch revision information until necessary. However, it's bzr that tries to open the parent directory as repository and tries to see what revisions are present there, not bzr-svn. I can't really change that behaviour in bzr-svn.
