Bug Description

During the "fetching svn revision info" phase when updating revision info for new revisions added to the remote repository since the last time bzr-svn checked, the progress counter starts at zero/(total-revisions-in-remote) and counts upward from there, even though it is only fetching a small portion of the revisions in the remote.

It should either start the counter at the svn revno it currently has locally, or it should set the total-to-process number to total-revisions-in-remote minus total-revisions-already-cached.
