Bug Description
During the "fetching svn revision info" phase when updating revision info for new revisions added to the remote repository since the last time bzr-svn checked, the progress counter starts at zero/(total-
It should either start the counter at the svn revno it currently has locally, or it should set the total-to-process number to total-revisions
