"Could not determine revno because of ghost in ancestry" error on commit to bound branch

Bug Description

Trying to commit to a checkout (bound branch) of the attached repository will generate the following error:

bzr: ERROR: Could not determine revno for {<email address hidden>} because its ancestry shows a ghost at {<email address hidden>}

It's a very small repository with the last 3 revisions commited with bzr-svn over the file protocol (the repository was accessed locally using the file:// protocol).

Reproduced with bzr-svn 0.5 r2735 and bzr1.13dev.

Steps to reproduce:

bzr co file://<path-to libblp>
cd libblp
touch foo
bzr add foo
bzr ci -m "foo"
